Special measures for customers affected by heavy snow regarding electricity rates, etc.

We would like to express our heartfelt sympathy to customers who have been affected by the recent heavy snow fall and cold wave that has persisted since mid-December 2005, and have decided to take special measures regarding electricity rates, etc. for such customers in the areas affected, upon their request.
1. Applicable customers
Customers in the areas to which the Disaster Relief Law was applied, and in neighboring areas
Areas to which the Disaster Relief Law was applied (all within Nagano prefecture)
Iiyama City, Hakuba village and Otari village in the Kitaazumi district, Kijimadaira village and Nozawaonsen village in the Shimotakai district, Shinano town in the Kamiminochi district, and Sakae village in the Shimominochi district
2. Details of the special measures
(1) One-month extension of early payment period and due date of electricity rates
The early payment period and due date of electricity rates for December 2005 (limited to those whose early payment period is on and after January 7, 2006), January and February 2006 are extended for one month.
(Note 1)
The early payment period is a period of 20 days from the day following the meter reading, and if payment is made after this period, 3% is added to the current bill, which is payable the following month.
(Note 2)
Under the pay-as-you-go system, payment obligation starts on the day of the meter reading and the due date is the 50th day after the day following the meter reading.
(2) Exemption of electricity rates for the months during which electricity is not used
If no electricity has been used by customers affected by heavy snow fall, such customers are not required to pay the basic electricity rates for the interim period, which is not to exceed six months.
(3) Exemption of cost of restoration work
If customers affected by heavy snow apply for restoration of electricity supply under the same contract as before, they will not be required to pay the initial connection charge.
If customers affected by heavy snow apply for change of installation location of service cables and meters, they will not be charged for related work for such change (for initial connection).
This will only apply to customers making applications for such work before the end of July 2006.
(4) Exemption of charges related to temporary work
If customers apply for supply of temporary power, they will be exempted from paying the costs for the work involved provided they have applied for such before the end of July 2006.
(5) Exemption of charges related to damaged equipment that cannot be used
If some of the electrical equipment provided cannot be used due to damage, the charges related to use of such equipment shall be voided until the end of July 2006.
3. Others
In accordance with the application of the Disaster Relief Law, these measures are set as the terms and conditions for supply of electricity in exception to the Rules for Supply of Electricity based on the provisos of Article 21 of the Electricity Utilities Industry Law.
