Notification submitted on changes to wheeling service agreement

Chubu Electric Power Co., Inc. today submitted to the Minister of Economy, Trade and Industry a notification of changes to its wheeling service agreement. This notice reflects reductions in wheeling charges applied to power producers and suppliers to transmit energy over Chubu Electric Power's network, which reductions shall take effect on April 1, 2006.


The primary content of this notice is outlined below.


1. Reason for this notification:

With the implementation in October last year of the Law on Building Reserves for and Administering Reprocessing of Spent Fuels Used in Nuclear-Power Generation, a system has been established whereby the portion related to previously generated electricity of costs for purposes such as reprocessing of spent fuels is charged as wheeling charges.

As a result, Chubu Electric Power has decided to revise its wheeling service agreement to reflect in its charges the effects of this systemic change. By maximizing efforts to improve business efficiency through this revision, Chubu Electric Power has been able to reduce wheeling charges under its wheeling service agreement.


2. Details of amendments to the wheeling service agreement:

Calculation of wheeling-related costs based on the rules for calculating wheeling charges in the wheeling service agreement, using the 2006 fiscal year as the base year for cost calculation, gave the following results: 2.27 yen/kWh for the supply of special high-voltage power and 4.50 yen/kWh for the supply of high-voltage power. These costs include a figure of 0.08 yen/kWh corresponding to the portion for electricity already generated of costs required for purposes such as reprocessing of spent fuels.

Comparison of these charges with previous rates shows a decrease of 0.03 yen/kWh (1.30%) for special high-voltage power and a decrease of 0.16 yen/kWh (3.43%) for high-voltage power.
