Chubu Electric Power Co., Inc. (below, Chubu Electric) and Electric Power Development Co., Ltd. (below, J-Power) have received a joint commission to serve as consultants for a study on setting technical and safety standards for Vietnam's electricity business, a project of the Japan International Cooperation Agency (JICA).

This study is being performed to revise and add content to technical and safety standards for Vietnam's power facilities to make these standards consistent with actual conditions, and to transfer technology to electric power engineers in Vietnam. In addition, the project will make suggestions for policies and systems for ensuring reliable usage of these standards.

Chubu Electric and J-Power have both previously taken part in projects to set electric power technical standards in Laos and Cambodia, experience that they will draw upon to set policies and develop human resources in Vietnam and make an international contribution there.

1. Background to study

The technical and safety standards in use at Vietnamese power facilities today were first established with the support of the former Soviet Union. Consequently, they do not match the current level of technology and are not effectively used.

As a result, as the energy market becomes deregulated, if multiple electricity businesses were to enter and the nation's power facilities were used in a disorderly way, problems might occur that could cause major disruptions to the power supply. The study seeks to prevent such situations
