CSR Report 2006 Released "CSR Declaration" to guide stepped up initiatives

Chubu Electric today issued CSR Report 2006, a publication covering our initiatives for corporate social responsibility (CSR).
Previously, Chubu Electric has issued annual environmental reports since 1994. The new publication, however, is called a CSR Report, because in addition to environmental topics, it includes more economic and social content in order to address all Chubu Electric's initiatives for building a sustainable society.
In addition, we have adopted a CSR Declaration, "We meet the community's expectations and fulfill our responsibilities," to ensure that our stance on CSR infuses our company and sends a clear and simple message to all stakeholders.
The CSR Declaration expresses our desire as a general energy services company to meet our stakeholders' expectations sincerely by ensuring a safe and stable energy supply and protecting the global environment.
The CSR Declaration serves as the basis for CSR Report 2006. Chubu Electric hopes to use this report to deepen communication with stakeholders and further strengthen our CSR initiatives.

2 Highlights of FY2005 initiatives, "Through people and technology, CSR" (pages 5 - 12)
Chubu Electric's approach to using technology and employee-driven initiatives to benefit the community is introduced in three ways.

3 Business and Economic Report (pages 13 - 28)
The reports discusses "Corporate governance," "Compliance" and "Supply stability and safety" as based on "Management Targets" and the "Four Cornerstones of Management." Content includes specific initiatives and our basic stance on business operations.
4 Environmental Report (page 29 - 60)
This section reports comprehensively on our environmental initiatives as based on the Chubu Electric Group Environmental Declaration and includes an FY2005 status report and self-assessment on our Action Plan environmental targets.
The following three points are the major part of our Action Plan status report.
(1) CO2 emissions reductions (page 42)
During a year marked by the extended suspension of operations at Reactors 1 and 2 of our Hamaoka Nuclear Power Station and reduced energy output from dams because of drought conditions, our FY2005 CO2 emissions intensity (i.e. CO2 emissions per unit of power used) was 0.453kg-CO2/kWh, or 2.4% less than in FY1990 (0.464kg-CO2/kWh).
Chubu Electric continues to work toward our FY2010 goal of reducing CO2 emissions intensity by 20% vs. FY1990. We will seek to do this by increasing utilization of nuclear power facilities (with safety as the highest priority), enhancing the thermal efficiency of thermal power with the steady development of high-efficiency LNG systems, and the active use of the Kyoto Mechanisms.

(2) The challenge of reaching zero emissions (page 45)
The total industrial waste produced by Chubu Electric increased 140,000 tons over the previous year to 1,413,000 tons, but active recycling efforts resulted in a 1,000 t decrease of waste buried in offsite landfills to 8,000 t.

*Zero emissions: Defined as limiting waste buried in offsite landfills (including waste buried after intermediate processing), including waste emitted by contractors (during construction commissioned by us) to less than 1% of our industrial waste and byproducts.
(3) Partnerships with the community (page 57)
Chubu Electric holds forest events called "Invitation to the Forest." These events, with participation from private citizens, taken place in the company's Uchigatani Forest in Gujo City, Gifu Prefecture. In FY2005, 308 people participated in 28 events, including "Forest Volunteer Development" and "Forest Experience School," in partnership with local non-profits, including "Mizu to Midori wo Aisuru Kai," consisting largely of interested current and former Chubu Electric employees.
5 Social Report (pages 61 - 73)
(1) Responses to different stakeholders
This section describes our efforts to reach each type of stakeholder, including listening to a wide variety of customer views and incorporating them into our business to increase customer satisfaction (CS) as well as promoting investor relations, providing useful safety information and telecommunications services to the community and supporting children's education.
(2) Establishment of basic procurement policy with CSR focus (page 70)
Chubu Electric has an open door policy regarding materials procurement. Fair and honest procurement and partnerships are fundamental. We have now adopted a new basic procurement policy that emphasizes CSR more than in the past. This includes thoroughgoing compliance, ensuring safety, reducing environmental burdens, and so on.
6. External evaluation (pages 74 - 76)
The report includes a sustainable management rating of Chubu Electric by the Sustainable Management Rating Institute (Sustainable Management Forum of Japan) and a description of dialogues we have had with stakeholders.
Also included is a commentary by a consumer specialist who checked the report from a third-party point of view.
