Special Electric Power Fee Delays and Other Measures for Customers Affected by Heavy Rains

Chubu Electric extends its sympathy to customers affected by recent heavy rains.

Chubu Electric has determined to apply special power fee delays and other measures to customers in areas covered by the Disaster Relief Law since July 18, 2006 as a result of heavy rains, and to apply these measures to adjacent areas as well.

These measures will be applied at the request of customers affected by the heavy rains in these areas.


1 Who is covered

Customers in areas covered by the Disaster Relief Law and in adjacent areas


(1) Areas covered by the Disaster Relief Law (as of July 19, 2006)

Suwa City, Shimosuwa-machi (Suwa-gun), Okaya City (all in Nagano Prefecture)


(2) Adjacent areas

Matsumoto City, Chino City, Ina City, Shiojiri City, Nagawa-machi (Chiisagata-gun), Minowa-cho (Kamiina-gun), Tatsuno-machi (Kamiina-gun) (all in Nagano Prefecture)


2 Major measures taken

(1) One-month extension of electric power fee early collection period and payment deadline

We will allow a one-month extension of early collection period and payment deadline for July 2006 fees (those with an early collection deadline of July 19 or after) as well as August and September 2006.

(Note 1) The early collection period is until the 20th day counting from the day the meter is read. If the fee is paid after this period, a 3% late fee is added to the following month's bill.

(Note 2) The payment deadline, in the case of metered supply, is the 50th day counting from the day after the meter is read, which is when the obligation to pay is incurred.


(2) Exemption from electric power fees for months not used

The basic fee for months in which power has continually not been used since the time of damage will be exempted, up to six months.


(3) Exemption from construction contribution fees, etc.

We will not assess construction contribution fees from affected customers applying for electric power service under the same type of contract as before the damage.

In addition, we will not assess initial construction fees from affected customers applying for new lines, change of installation point of meter, etc.

The exemption from construction contribution fees, etc. shall apply to applications received up to January 31, 2007.


(4) Exemption from temporary construction fees

We will not assess temporary construction fees from affected customers applying for temporary lighting or temporary electric power service.

The exemption from temporary construction fees shall apply to applications received up to January 31, 2007.


(5) Exemption from basic fees for equipment that is unusable because of damage

We will not assess basic fees for electric equipment that is temporarily unusable because of damage from heavy rains. The exemption shall apply to the period the equipment is temporarily unusable, up to January 31, 2007.

These considerations are established following the application of the Disaster Relief Law and as "supply conditions other than supply provisions, etc." following the provisos of the Electric Utility Law, Article 21, Paragraph 1.
