A report on the investigation into "Falsified Data in Scheduled Reports and Inspection Documents" and "Faults in Approval Applications for the River Law and the Electricity Enterprises Law"

In response to instructions sent on November 21, 2006 by the Ministry of Land, Infrastructure and Transport (MLIT), and the Ministry of Economy, Trade and Industry's (METI) Nuclear and Industrial Safety Agency, Chubu Electric has carried out an investigation into falsified data in scheduled reports and inspection documents as well as an investigation into non-submission of approval applications to the River Law, and the Electricity Enterprises Law.
The findings of the investigations were collected and sent yesterday to the MLIT Kinki Regional Development Bureau, and today to the MLIT Regional Development Bureaus in Chubu, Hokuriku, and Kanto, as well as the METI Nuclear and Industrial Safety Agency.

- • Some data contained in scheduled reports and inspection documents was found to differ from that actually recorded. However, each case was due to an error in transferring data, and there was no case in which data was improperly handled in such a way that could constitute data falsification.
- • Of the non-submitted approval applications, for the River Law, it was found that 68 power plants either did not complete the required application procedures, have structures that prevent confirming the procedures were completed, or have structures that diverge from the application details.
- • For the Electricity Enterprises Law, it was found that 7 plants contain structures that did not submit the required application for approval.
Consequently, Chubu Electric was able to confirm there are no safety related issues with our dams or other hydroelectric power producing facilities.
This turn of events stem from Chubu Electric's lack of awareness concerning the requirement to submit the approval applications in question, and we sincerely regret any inconvenience to the local community or those involved that were caused by our actions.
Furthermore, we are building upon this opportunity to reach beyond the requirements of the investigation. As part of our investigation based on a list of requirements from the Nuclear and Industrial Safety Agency received November 30, 2006, Chubu Electric is also working to optimize the management of measurement recordings at our hydroelectric facilities, and improving legal procedures for the River and Electricity Enterprises Laws, in order to prevent similar episodes from occurring in the future.
