I. Inspections related to falsified data in scheduled reports and inspection documents
1 Instructions
MLIT 1):
Carry out independent inspections to check for falsified data to dam designs as quickly as possible.
METI 2):
Confirm if there are any falsified items entered in inspection documents or scheduled reports pertaining to the Electricity Enterprises Law, and report the details if such information found.

Some instances were found of information not being transferred, but no cases where detected of any improper adjustments or repairs that could have been falsified.
II. Inspections of approval applications to the River Law
1 Instructions
Carry out an independent inspection as soon as possible to confirm there are no problems or faults with the application process to the River Law.

(1)Look for any disagreement between the information contained in the latest application for approval and information on site (i.e. the latest facilities diagrams).
(2)Of those cases detected through Number 1 above, inspected that applications for approval were properly made to ensure there are no cases of non-reporting.

Faults in approval applications were found at 12 plants.
Jurisdiction of the Hokuriku Regional Development Bureau:
Faults in approval applications were found at 52 plants.
Jurisdiction of the Kanto Regional Development Bureau:
Faults in approval applications were found at 4 plants.
Jurisdiction of the Kinki Regional Development Bureau:
No faults in approval applications were found.
III. Inspections of approval applications to the Electricity Enterprises Law
1 Instructions
(1)Check for any construction performed without submitting the required construction plans (including approval applications for projects done prior to the revised law enacted on July 1, 2000) as stipulated by the Electricity Enterprises Law.
(2)Report the following items in the event any projects were found from the preceding item.
- • Time and details of the event
- • Documentation indicating corresponding electrical structures meet technical standards
- • Reason the even was not reported (or an approval application made).

Obtain the names of construction events requiring reporting (an approval application is required) from the past history of construction events, and check to see reporting (approval application) was properly performed, and confirm for any non-reported events.
