Concerning the Implementation Status of Countermeasures for Preventing Recurrence Based on the Inspection Results of the Power Plants

The company's inspections of its nuclear, thermal and hydraulic power plants revealed incongruous phenomena occurring within the company. Therefore we have formulated a specific action plan to promote countermeasures for preventing recurrence of these phenomena.


We have compiled a summary of the implementation status of this action plan so far, and this is a report of that summary.


1 Implementation Status of the Countermeasures for Preventing Recurrence

All of the items in the countermeasures for preventing recurrence are progressing largely according to plan.

2 Implementation Statuses of the Major Policies

(i) Continuous enlightenment from the management top echelon

Communication of the president's message for all the employees (3/30, 6/18)

Implementation of direct dialogue with front line employees by the president, vice presidents, head office division directors and regional office directors, etc. (May-)

(ii) Provide compliance education and training

Continuance of education based on the compliance promotion system

Appointment of compliance instructors (July)

(iii) Create mechanism to allow communication

Continued implementation of communication system and exchange of opinion activities on the spot

(iv) Promote the sharing of information

Promote the sharing of information through system registration of information about problems

(already been announced)Participation in the nuclear power plant CAP (Corrective Action Program) meeting as an affiliate company (4/23-)

(v) Build a risk management structure

Build a risk management structure with the department heads at the top

(already been announced)Strengthening of the functions of the Nuclear Power Plant Quality Assurance and Inspection Group (7/1)(Establishment of a specialized department for root cause analyses and operation of CAP)

(vi) Implement internal audits, etc. and improve self-purification capacity

Continued implementation of quality improvement activities and internal audits

(vii) Change in safety regulations

(already been announced)Submission of a notice of changes to our safety regulations in response to a government minister's order to revise safety standards (7/31)

(viii) Introduce a third party perspective

(already been announced)Establishment of the Hamaoka Nuclear Power Station Forum for Hearing Opinions, made up of external knowledgeable persons (Held for the first time on 9/14)

(already been announced)Confirmation and assessment of the instrument calibration records, etc. of nuclear power plants by a third party inspection agency (Second regular inspection of Reactor No. 5: 7/2 -)

Items (i) - (vii) are currently being implemented companywide. Items marked with (already been announced) have already been announced. For more details please refer to attached documents 1 through 4.


3 System for Checking the Countermeasures for Preventing Recurrence

In order to ensure objectivity and transparency when implementing the countermeasures for preventing recurrence, and in order to make the countermeasures more effective, in addition to the inspections and assessments by the Assessment / Inspection Committee Relevant to the Inspection of Electric Power Plants, the Internal Audit Office will conduct internal audits and report the implementation status of the countermeasures to the Compliance Committee, including the external members. Through these mechanisms we will continuously implement the necessary improvements to the countermeasures.
