Report on the business improvement recommendations from the Electricity and Gas Market Surveillance Commission and guidance from the Agency for Natural Resources and Energy, regarding the incident of leak and access of customer information obtained through consignment services

Chubu Electric Power Co., Inc. (“Chubu Electric Power”), Chubu Electric Power Grid Co., Inc. (“Chubu Electric Power Grid”) and Chubu Electric Power Miraiz Co., Inc. (“Chubu Electric Power Miraiz”) have been investigating the causes and developing recurrence prevention measures to never let a similar incident occur again, in response to the incident of leak and access of customer information obtained through consignment services (“Incident”).

Chubu Electric Power Grid and Chubu Electric Power Miraiz respectively received the business improvement recommendations from the Electricity and Gas Market Surveillance Commission and guidance from the Agency for Natural Resources and Energy on April 17 (announced on April 17, 2023), and gave a report today regarding the Incident.

In reporting on the Incident, Chubu Electric Power Grid and Chubu Electric Power Miraiz have been investigating the causes and steadily developing and implementing recurrence prevention measures ever since January when the Incident was discovered. In February, the “Recurrence Prevention Joint Review Committee” was established by the three companies including Chubu Electric Power, where validity of the initiatives of the two companies is being confirmed.

We take it very seriously that the Incident was an inappropriate deviation from the neutral business operation of a general transmission and distribution company and business operation of retailers based on the aforementioned operation.

We offer our deepest apologies for the concern and inconvenience caused to many customers.

The Group will continue to make utmost efforts to ensure recurrence prevention.

  • Judgment error by management
  • Defective monitoring
  • Defective rules and systems

  • Training and education on conduct regulations for all employees
  • Change in awareness through dialogue between management and employees
  • Establishment of a new organization for managing conduct regulations, utilization of external experts, establishment of system management supervisor
  • Physical separation of the system (in common with Miraiz)

2.Chubu Electric Power Miraiz

<true causes>

  • Lack of dissemination and understanding of conduct regulations
  • Lack of mechanism that ensures conduct regulatory response
  • Organizational culture that makes it difficult to raise issues

<Major recurrence prevention measures>

  • Delivery of President messages regarding compliance with conduct regulations
  • Establishment of a new organization for overseeing conduct regulations, restructuring and enhancement of internal controls utilizing external experts
  • Setting and activating opportunities of internal communication
