Conclusion of Technical Cooperation Agreement with the Nuclear Damage Compensation and Decommissioning Facilitation Corporation

Chubu Electric Power today concluded a Technical Cooperation Agreement to take decommissioning measures for nuclear power stations with the Nuclear Damage Compensation and Decommissioning Facilitation Corporation Note) (President: Takehiko Sugiyama; "NDF"), an organization engaging in efforts to support the decommissioning of Fukushima Daiichi Nuclear Power Station as per the Nuclear Damage Compensation and Decommissioning Facilitation Corporation Act.

The decommissioning measures for Hamaoka Nuclear Power Station Units 1 and 2 mark the first such undertaking for a domestic commercial light water reactor. Aiming to serve decommissioning measures of nuclear power stations in Japan and abroad, and also to safely implement decommissioning measures, Chubu Electric Power has previously entered into a Technical Cooperation Agreement with the Japan Atomic Energy Agency (JAEA), which is decommissioning Fugen, and has also engaged collectively in a study with the U.S. Electric Power Research Institute (EPRI), an organization with a wealth of information on decommissioning measures conducted overseas.

The Technical Cooperation Agreement with NDF is part of an initiative to partner with institutions involved in decommissioning measures, and this agreement is intended to share information to facilitate Fukushima Daiichi Nuclear Power Station's decommissioning and the decommissioning measures for Hamaoka Nuclear Power Station's Units 1 and 2 alike.

Details on the technical cooperation will be discussed while exchanging information with NDF. Hamaoka Nuclear Power Station Units 1 and 2 and Fukushima Daiichi Nuclear Power Station are both boiling water reactors, and also similar in terms of its power output, component, and facility sizes. On the other hand, enhanced international partnership will bring an array of latest domestic and international news on decommissioning to NDF. This will allow for valuable exchanges of information between Chubu Electric Power and NDF.

Placing top priority on securing safety, Chubu Electric Power will steadily carry out decommissioning measures for Hamaoka Nuclear Power Station's Units 1 and 2, and at the same time contribute to the development of technologies for decommissioning measures.

  • Issues on radioactive waste (e.g. Processing, reducing volume, decontaminating, and disposing waste resulting from dismantling)
  • Other issues that NDF and Chubu Electric Power agreed on

(2) Validity period for the Agreement

  • Five years from which the day the Agreement was concluded (April 14, 2015; automatically extended unless otherwise proposed)

The NDF is an authorized corporation based on the Nuclear Damage Compensation and Decommissioning Facilitation Corporation Act. Originally established in September 2011 to grant funds needed for the compensation of nuclear facility operators, this institution was reorganized in August 2014 upon taking on additional assistance operations aimed towards the decommissioning of accident-hit reactors.
