February 2026 Regular Press Conference : President Hayashi's Message

• While the restart of the Hamaoka Nuclear Power Station remains uncertain, we have decided on organizational restructuring effective April 1 of this year and a new executive structure to further accelerate initiatives aimed at enhancing future corporate value.
• The organizational restructuring has two key points.
• The first is the "establishment of the Multi-Utility Division."
• To accelerate collaboration and cooperation both internally and externally, and to flexibly develop businesses and services focused on value-added areas where synergies with existing energy businesses are expected, we will integrate the Regional Coexistence Department, Regional Infrastructure Business Promotion Department, and Business Creation Division to establish the "Multi-Utility Division."
• Mr. Yasunori Kamiya, currently President of Chubu Electric Power Miraiz, will be appointed as Head of this Division. Mr. Kamiya possesses a broad perspective cultivated through extensive experience, including roles as Head of the Alliance Promotion Office, Head of the Regional Infrastructure Business Promotion Office, and President of Chubu Electric Power Miraiz. He will lead the agile development of businesses and services, focusing on value-added areas expected to generate synergies with existing energy businesses, including collaboration and cooperation both within and outside the company.
• The second point is the "Establishment of the Digital Transformation Promotion Headquarters."
• To serve as a core organization for powerfully and flexibly driving DX (Digital Transformation) and AX (AI Transformation), we will reorganize and strengthen the DX Promotion Department and part of the Management Strategy Headquarters to establish the "Digital Transformation Promotion Headquarters."
• Mr. Takayuki Kato, currently President of the Mie Branch of Power Grid, will be appointed as Head of this Headquarters and will concurrently serve as CDXO (Chief Digital Transformation Officer). Mr. Kato, with his extensive experience in planning and formulating group-wide management strategies, will powerfully drive the digital transformation of the entire group.
• In addition to the above two points, we have implemented transfers and appointments to effectively leverage each executive's experience and capabilities, thereby enhancing the company's overall strength.
• Under the new organizational structure announced today, we will steadily advance the transformation of our business model through bold choices and concentration.
• Regarding the executive structure of Chubu Electric Power Miraiz effective April 1st: Mr. Osamu Nakagawa, currently President and Representative Director of C-Energy, will assume the position of President and Representative Director, Executive Officer.
• Mr. Nakagawa possesses extensive experience in energy sales, including assignments at Toyota Motor Corporation and CD Energy Direct, and most recently served as President of C-Energy.
  He has deep knowledge spanning the energy business from the field to management and will lead Chubu Electric Power Miraiz employees with strong leadership.
  
• Furthermore, through this organizational restructuring, Chubu Electric Power Miraiz will establish itself as the frontline of Chubu Electric Power, capable of responding to the diverse needs of customers and the local community.

Status of Response Regarding Inappropriate Matters Related to the Development of Design Basis Earthquake Motion

• Next, I will discuss the status of our response regarding the inappropriate matters related to the development of the design basis earthquake motion, which we announced on January 5.
• On January 15, we received a request from the Omaezaki City Council to conduct a comprehensive inspection of the plant's safety, including spent fuel, within this fiscal year and to widely disclose the results.
• In response, we decided to verify the water injection systems for the spent fuel pools and emergency power supply systems at Units 3 to 5 of the Hamaoka Nuclear Power Station. We explained the status of these verifications, along with other safety assurance measures at the Hamaoka Nuclear Power Station, at the Omaezaki City Council's Special Committee on Nuclear Power Measures on February 13.
• Council members expressed opinions such as, "We want explanations at resident briefings to be easy to understand," and "We want explanations using concrete examples."
• Taking these opinions into account, we have been conducting briefings in each district of Omaezaki City sequentially starting February 19th. We will continue to listen sincerely to everyone's opinions and strive to provide careful and easy-to-understand explanations.
• Finally, various reports have been made regarding the background of this matter.
• Considering that this matter could significantly impact the Nuclear Regulation Authority's review, we proceeded with establishing an investigation committee (third-party committee) composed solely of external experts independent of our company, in parallel with interviews of relevant parties. Although the internal investigation was ongoing, we announced this on January 5.
• Specifically, since confirming this matter last December, we promptly reviewed past documents related to the review and conducted interviews with relevant parties through outside counsel. However, we have not yet fully grasped the facts. We have therefore transferred the contents of our internal investigation to the Investigation Committee (Third-Party Committee), and their investigation is currently underway.
• Consequently, the details of the facts will be clarified through the Investigation Committee's inquiry.
• We will continue to cooperate fully with this investigation.
• Simultaneously, we are identifying challenges in our governance, compliance, organizational culture, and other areas, and are advancing discussions with a view toward a "fundamental restructuring of the nuclear power division." I myself will continue to tackle these issues with full commitment and resolve, striving to restore trust and fulfill my responsibilities as President to all stakeholders, both internal and external.
