- First, we apologize for any concern caused to our customers and stakeholders regarding the "Changes in Responsibilities of Executive Officers and Others" announced earlier.
- Under our new executive structure, we will strive to operate our nuclear power business in a manner that earns your trust. This includes ensuring our internal control systems and governance function appropriately as we work toward the early restart of the Hamaoka Nuclear Power Station.
- I will be discussing the following matters today:
- Revision of Chubu Electric Miraiz's Standard Menu for Extra-High Voltage and High Voltage
- Electricity Supply and Demand of this Winter
Revision of Chubu Electric Power Miraiz's Standard Menu for Extra-High Voltage and High Voltage Customers
- In April 2023, Chubu Electric Power Miraiz revised its standard menu for extra-high voltage and high voltage customers. This revision was made in response to the ongoing business environment, characterized by persistent high fuel prices and the lack of resolution to global LNG supply and demand constraints, to ensure stable electricity delivery to customers.
- Specifically, we raised the electricity charge rate and requested the introduction of a mechanism within the fuel cost adjustment system that reflects fluctuations in wholesale electricity market prices in addition to fuel prices.
- Subsequently, we have continuously implemented measures to reduce electricity cost burdens since June 2023, and these measures are in effect throughout the 2025 fiscal year.
- This time, starting April 2026, we will implement "changes to the fuel cost adjustment system" and "revisions to the electricity charge rate" for the standard plans for extra-high voltage and high voltage customers in the Chubu area.
- First, we will explain the "changes to the fuel cost adjustment system."
- Chubu Electric Power Miraiz has expanded its power procurement options due to progress in developing the wholesale electricity market environment and has been diversifying its procurement sources.
- Accordingly, considering future changes in the power procurement structure, we have decided to revise the calculation parameters for the fuel price reflection component (adjusted based on fluctuations in the price of fuel required for thermal power generation) and the wholesale electricity market price reflection component (adjusted based on fluctuations in wholesale electricity market prices).
- Specifically, for power sources newly procured from fiscal year 2026 onwards, we will introduce mechanisms reflecting indicators such as the Henry Hub price, a benchmark for U.S. natural gas prices.
- Furthermore, to more appropriately reflect fluctuations in fuel prices and wholesale electricity market prices, we will revise the calculation period for these prices from the current three-month average to a one-month average.
- Next, we will explain the revision to the electricity charge rate.
- In conjunction with the changes to the fuel cost adjustment system explained earlier, we have also decided to revise the electricity charge rate to ensure customers' overall burden remains unchanged.
- Specifically, we will set the electricity rate such that the sum of "the pre-revision electricity rate plus the pre-revision fuel cost adjustment rate applicable for December 2025, minus a 1 yen per kWh discount as a cost-reduction measure" equals the sum of "the post-revision electricity rate plus the post-revision fuel cost adjustment rate applicable for December 2025."
- The current burden reduction measure will end this fiscal year. However, based on the calculation parameters for the fuel cost adjustment rate applicable in December 2025, even without this discount, the revised rates will not change the overall cost burden for customers.
- We will provide detailed explanations to customers regarding these revisions and related matters going forward.
- Chubu Electric Power Miraiz will continue to deliver stable electricity to our customers while striving for further operational efficiency and developing and providing attractive services that meet customer needs.
Electricity Supply and Demand of this Winter
- Lastly, I would like to talk about the electricity power supply and demand this winter.
- The outlook for this winter's power supply and demand was presented at the Subcommittee on Building the Next-Generation Electricity and Gas Business Infrastructure held on October 31.
- In the Chubu area this winter, even in January—which is expected to have the most severe weather conditions and the lowest reserve margin in the past ten years—the reserve margin is projected to be 4.8%. This ensures the minimum reserve margin of 3% required for stable supply, and we expect to deliver electricity reliably.
- Our group will ensure thorough preparations for stable supply in the Chubu area by reliably executing the operation and maintenance of power plants, transmission and transformation facilities, frequency conversion stations, and other equipment, preventing any reduction in supply capacity due to unexpected equipment issues.
- Additionally, Chubu Electric Power Miraiz offers the demand response service "NACHARGE" for household customers.
- This service rewards customers with points based on their cooperation in shifting electricity usage times. For example, customers conserve power during periods of tight supply and demand, and consolidate household chores like cleaning and laundry during times when surplus generation occurs.
- Starting on the 1st of next month, we will also launch a campaign to encourage more efficient electricity usage by our customers.
- We kindly ask our customers to continue using energy efficiently within reasonable limits by utilizing these services.
