President Hayashi’s press conference about the report to the Electricity and Gas Market Surveillance Commission and the Agency for Natural Resources and Energy regarding the incident of leak and access of customer information obtained through consignment services

  • Today, Chubu Electric Power Grid and Chubu Electric Power Miraiz reported on the business improvement recommendations and guidance regarding the information leak incident by a general transmission and distribution company that were received from the Electricity and Gas Market Surveillance Commission and the Agency for Natural Resources and Energy on April 17.
  • We take this very seriously as this inappropriate handling of information may impede fair competition among retailers.
    We offer our deepest apologies.
  • Ever since January, when the inappropriate incident was discovered, Chubu Electric Power Grid and Chubu Electric Miraiz respectively have been investigating the causes and developing recurrence prevention measures as well as working on measures that can be initiated.
  • The three companies, including Chubu Electric Power, recognize that the series of incidents occurred due to issues in the awareness and mechanism regarding compliance with conduct regulations.
  • Under this common recognition, Chubu Electric Power Grid and Chubu Electric Power Miraiz are developing highly effective recurrence prevention measures, and confirming and verifying the validity of the measures of the two companies in the “Recurrence Prevention Joint Review Committee” established by the three companies in February and chaired by myself.
  • Today, I would like to talk about the causes and overview of the recurrence prevention measures that were reported by the two companies, on behalf of the three companies.

  • First, the root causes of leak of customer information at Chubu Electric Power Grid are:
    • Lack of awareness to ensure conduct regulations
    • No monitoring framework to detect violations of conduct regulations
    • Insufficient rules and systems to prevent violations of conduct regulations
  • And so, training and education on conduct regulations, including the recurrence prevention measures, were conducted for all employees. Also, the “Compliance Security & Reform Promotion Office”, which is an organization directly under the President, and the “Neutrality Assessment Expert Committee”, which is an advisory body to the Board of Directors consisting mainly of external experts, were established to ensure appropriate conduct regulatory response.
  • In the future, the customer management system shared by Chubu Electric Power Grid and Chubu Electric Power Miraiz will be physically separated so that customer information of power producers and suppliers cannot be viewed from the system of Chubu Electric Power Miraiz.

  • Next, the root causes at Chubu Electric Power Miraiz are considered to be priority on customer response due to lack of understanding and recognition of conduct regulations, lack of mechanism that ensures conduct regulatory response, and organizational culture that makes it difficult to raise issues.
  • As recurrence prevention measures to address these causes, Chubu Electric Power Miraiz regularly delivers President messages, has established the “Information and Conduct Regulations Management Group” which oversees conduct regulatory response, and checks the status of information management and conduct regulatory response utilizing external experts.
  • In addition, in order to improve the organizational culture, opportunities for management and employees of each site to frankly exchange opinions are created and a system is being built so that employees who raised an issue are recognized.
  • Furthermore, as we take it very seriously that an incident that may impede fair competition among retailers has occurred, the Presidents of Chubu Electric Power Grid and Chubu Electric Power Miraiz and myself will return 30% of our monthly compensation for three months until July.
  • Chubu Electric Power Grid and Chubu Electric Power Miraiz will continue to steadily implement measures under the strong determination to never let a similar incident occur again, and ensure recurrence prevention through collective efforts of the Group, centered on the “Recurrence Prevention Joint Review Committee”, to strive to regain trust of the local community and society.
