Press Release
Selected for NEDO's "Research and Development on New Energy Technology for Discovering Technology Seeds and Commercializing Developed Technologies" (Demonstration of Future Oriented New Energy Technologies Program) - Demonstration test of a wave power generation system using a new hydraulic power generation system
February 25, 2026
Chubu Electric Power Co., Inc.
e-Wave R&D Co., Ltd.
Chubu Electric Power Co., Inc. ("Chubu Electric Power") and e-Wave R&D Co., Ltd. ("e-Wave R&D") (collectively, the "two companies") jointly proposed a demonstration test of a wave power generation system using a new hydraulic power generation system (the "Project") under the "Research and Development on New Energy Technology for Discovering Technology Seeds and Commercializing Developed Technologies" (Demonstration of Future Oriented New Energy Technologies Program), publicly solicited by the National Research and Development Agency, New Energy and Industrial Technology Development Organization (NEDO), and hereby announce that the proposal has been selected.
Following this selection, the two companies will undertake the Project in Noshiro City, Akita Prefecture, beginning in April 2026 and scheduled to run for four years.
Wave power generation is, in the 7th Strategic Energy Plan formulated by the government, positioned as a target for promoting research and development that contributes to reducing costs and improving efficiency, as one of the innovative renewable energy technologies.
The two companies have participated in the Ocean Energy Joint Research Group (Note 1) (the "Ocean Energy Research Group"), organized by the Institute of Industrial Science, The University of Tokyo ("IIS"), and have been working on the development of wave power generation using purely domestic technology.
The Ocean Energy Research Group has been advancing the development of wave power generation in four phases: Phase 1 (Kuji City, Iwate Prefecture, FY2012–2016, completed), Phase 2 (Hiratsuka City, Kanagawa Prefecture, FY2018–2021, completed), Phase 3 (Noshiro City, Akita Prefecture, this Project), and Phase 4 (commercialization). Following the completion of Phase 2, the Group has continued research and development to improve wave power generation, with support from Hiratsuka City (Note 2), the demonstration site for that phase.
Following the decision to receive support from NEDO, Chubu Electric Power and e-Wave R&D will take the lead in the Phase 3 demonstration test, with the cooperation of companies participating in the Ocean Energy Research Group. In this demonstration test, power generation tests will be conducted in the coastal area facing the open sea in Noshiro City, Akita Prefecture, which is among the leading areas in Japan in terms of wave energy, with the aim of completing a commercial wave power generation system for Phase 4.
The two companies will realize social implementation of wave power generation based on purely domestic technology and create new options for renewable energy, thereby contributing to ensuring a stable energy supply, decarbonization, and energy security.
(Note 1) A group organized by Prof. Rheem Changkyu of IIS that conducts research and development related to ocean energy. Other than Chubu Electric Power and e-Wave R&D, major participating companies include Tokyo Kyuei Co., Ltd., CRESS FEED Co., Ltd., YAMAKAWA MACHINERY Co., Ltd., Kawasaki Heavy Industries, Ltd., KAWADA INDUSTRIES, INC., The Yokohama Rubber Co., Ltd., and Wakachiku Construction Co., Ltd.
(Note 2) Hiratsuka City in Kanagawa Prefecture began supporting the activities of the Ocean Energy Research Group in 2016, when preparations for Phase 2 began. In 2019, the city signed a cooperation agreement with IIS, and since 2021, it has promoted technology development related to the ocean, including wave power generation, as well as human resource development, through support provided under the corporate hometown tax program, among other initiatives.
