Withdrawal of Applications for Permits to Modify the Installation of Units 3 and 4 at the Hamaoka Nuclear Power Plant

Our company submitted applications to the Nuclear Regulation Authority (NRA) for permits to modify the installation of Units 3 and 4 at the Hamaoka Nuclear Power Plant in accordance with the new regulatory standards (Note), and has been undergoing the NRA's review to confirm compliance with the new regulatory standards (a press release was issued on February 14, 2014, and June 16, 2015).

However, since a press release was issued on January 5, 2026, regarding an inappropriate matter (hereinafter "this matter") concerning the formulation of design basis seismic motion during the Nuclear Regulation Authority's review of compliance with the new regulatory standards for the Hamaoka Nuclear Power Plant, the Nuclear Regulation Authority has been conducting regulatory inspections. Furthermore, on September 11, 2026, we received the investigation report from the Investigation Committee.

Based on the contents of the Investigation Committee's report, and given that serious doubts have arisen regarding the reliability of our application materials and subsequent responses to the review, we have determined that it is inappropriate to maintain the previous application. Accordingly, at an extraordinary board of directors meeting held today, we resolved to withdraw the application for a permit to modify the installation of the reactors at Hamaoka Nuclear Power Plant Units 3 and 4 in accordance with the new regulatory standards, among other related applications.

We plan to submit this withdrawal to the Nuclear Regulation Authority as soon as preparations are complete.

We would like to once again offer our deepest and most sincere apologies for betraying the trust of the local community and society at large, and for causing them great concern and inconvenience due to this matter.

To become a company that can once again earn your trust, we will take the Investigation Committee's findings seriously and sincerely, and the entire company will unite to spare no effort in thoroughly preventing a recurrence.

(Note) Application for a permit to modify the installation of Reactors 3 and 4 at the Hamaoka Nuclear Power Plant in accordance with the new regulatory standards; application for approval of the construction plan for Reactor 4 in accordance with the new regulatory standards; and application for approval of amendments to the safety regulations.
