Design Policy Change for Seawalls at Hamaoka Nuclear Power Station

Chubu Electric Power has applied for approval of alterations of the reactor installation license for Units 3 and 4 at the Hamaoka Nuclear Power Station (Note) and is under review by the Nuclear Regulation Authority of Japan (NRA) for compliance with the new regulatory standards.
During the review to date, we have received an evaluation from NRA that the earthquake ground motion criterion and tsunami criterion that we established have been generally considered appropriate.

Based on the review of the Hamaoka Nuclear Power Station, the company has decided to change the design policy for seawalls and other facilities.
Under the new regulatory standards, the new design is based on a dry site design that does not allow run-up waves to reach or enter the ground through tsunami protection facilities (such as seawalls) against the base tsunami (T.P.+25.2 m). Therefore, the existing seawall with a height of T.P.+22 m will be raised to T.P.+28 m, and the design policy will be changed to make the structure more robust. In addition to the seawall, the design policies for hydrogen countermeasures and cooling measures, etc. will be changed based on the contents of previous reviews at the preceding plants, and also the design policies for the spent fuel dry storage facility will be changed based on the establishment of the review guide and discussions during the previous reviews.
Going forward, in accordance with these design policies, the station will undergo a compliance review to the new regulatory standards.

Chubu Electric Power will continue to make steady progress in our efforts to further improve the safety of the Hamaoka Nuclear Power Station, and will work to carefully explain the details of our efforts to the local community and other members of society to gain their understanding. We will also continue to respond to the review sincerely toward the restart of the Hamaoka Nuclear Power Station, and will do our utmost to ensure that the station's compliance with the new regulatory standards is confirmed as soon as possible.

January 26, 2015: Submit application for approval of alterations to the reactor installation license for Unit 4 (resubmitted with addition of items related to spent fuel dry storage facility).
