Report Based on Guidance from the Agency for Natural Resources and Energy, Ministry of Economy, Trade and Industry, Regarding Improper Procurement Procedures in Safety Improvement Work at the Hamaoka Nuclear Power Plant

Regarding a matter (hereinafter referred to as "this matter") in which it was discovered that certain transactions with some business partners had remained unsettled for an extended period in connection with a portion of the safety improvement construction work at the Hamaoka Nuclear Power Station, and in which an executive of the Company's Nuclear Power Division failed to report these facts to the Board of Directors and other relevant bodies for an extended period in violation of internal regulations, the Company received a request for a report from the Minister of Economy, Trade and Industry pursuant to the provisions of Article 106, Paragraph 3 of the Electricity Business Act on November 27, 2025, A request for a report from the Minister of Economy, Trade and Industry pursuant to Article 106, Paragraph 3 of the Electricity Business Act, and on December 24, 2025, submitted a report to the Minister of Economy, Trade and Industry in response to said request. Furthermore, on January 9, 2026, the Company received a request for a report from the Minister of Economy, Trade and Industry regarding this matter, pursuant to the provisions of Article 106, Paragraph 3 of the Electricity Business Act, for the purpose of confirming further details of the circumstances and effective measures to prevent recurrence. On March 31, 2026, the Company submitted a report to the Minister of Economy, Trade and Industry in response to this request. (Press release issued on March 31, 2026)

Furthermore, on April 7, 2026, the Agency for Natural Resources and Energy of the Ministry of Economy, Trade and Industry instructed us to report the results of the investigations and other measures we had committed to implementing in our report dated March 31, 2026, as soon as they are finalized. We hereby announce that today, we submitted a report to the Agency for Natural Resources and Energy of the Ministry of Economy, Trade and Industry in accordance with this guidance.

We sincerely apologize for any inconvenience caused to our business partners, as well as for any concern caused to the local community and all stakeholders.

Going forward, we will thoroughly implement measures to prevent a recurrence of such incidents and strive to conduct our business operations appropriately.
