Submission of a Request to Withdraw Applications, Including the Application for a Permit to Modify the Installation of Units 3 and 4 at the Hamaoka Nuclear Power Plant

Today, the Company submitted a request to the Nuclear Regulation Authority to withdraw the applications, including the application for a permit to modify the installation of Units 3 and 4 at the Hamaoka Nuclear Power Plant in accordance with the new regulatory standards (Note) (hereinafter referred to as "these applications"), which had been filed with the Nuclear Regulation Authority.

The Company has received an investigation report (hereinafter "the Report") from the Investigation Committee regarding an incident in which the seismic motion assessment for the Hamaoka Nuclear Power Plant was conducted using an inappropriate method (hereinafter "the Incident") during the Nuclear Regulation Authority's review of the compliance of Units 3 and 4 of the Hamaoka Nuclear Power Plant with the new regulatory standards under the Act on the Regulation of Nuclear Reactors, etc. (Press release issued on September 11, 2026).

Furthermore, based on the contents of this report, and given that serious doubts have arisen regarding the reliability of the application materials and our subsequent responses to the review, we determined that it would not be appropriate to maintain the previous application. Accordingly, we resolved at an extraordinary board of directors meeting to withdraw this application and related documents (Press release issued on September 14, 2026).

We would like to once again offer our deepest and most sincere apologies for having betrayed the trust of the local community and society at large, and for causing them great concern and inconvenience as a result of this matter.

We take the contents of this report seriously and with the utmost sincerity. Driven by a strong determination to ensure that a similar incident never occurs again, we are undertaking management reforms centered on "transforming mindset and behavior," "Reform of Organizational Culture," and "Transformation and Strengthening of Governance and Checks and Balances." We will spare no effort in thoroughly implementing measures to prevent recurrence and restoring the trust we have lost.

(Note) Applications for permits to modify the installation of Reactors 3 and 4 at the Hamaoka Nuclear Power Plant in accordance with the new regulatory standards; application for approval of the construction plan for Reactor 4 in accordance with the new regulatory standards; and application for approval of amendments to the safety regulations.
