Consideration of Conversion Capability Upgrade at the Higashi Shimizu Frequency Converter (FC) as an Emergency Measure

Chubu Electric Power is implementing electric power interchanges by means of frequency converters and other such measures with electric power companies in the 50-Hz region that are experiencing strains in demand and supply due to the Tohoku-Pacific Ocean Earthquake that occurred on March 11.
Chubu Electric Power has examined the situation from various perspectives in the effort to increase the amount of electric power interchange to the 50-Hz region as much as possible. We have now found a direction to take that will enable us to increase conversion capability provisionally by about 30 MW from the present 100 MW by implementing emergency measures at the Higashi Shimizu Frequency Converter (Higashi Shimizu FC).
In addition to working on the increase in FC conversion capability, Chubu Electric Power will continue with electric power interchange and other support that we will implement to the greatest possible extent.

Other Electric Power Interchange Measures
1. Electric Power Interchange Using a Frequency Converter
The 60-Hz electric power companies, including Chubu Electric Power, are using the Shin Shinano FC (Asahimura, Higashi Chikuma-gun, Nagano Prefecture), the Sakuma FC (Tenryu-ku, Hamamatsu-shi, Shizuoka Prefecture), and the Higashi Shimizu FC to implement electric power interchange of 1 GW, which is at the maximum limit of the FC facilities' capacity.
2. Electric Power Interchange in Conjunction with Switchover Work on the Yasuoka Hydroelectric Power Plant
Switchover work has been carried out on the Yasuoka Hydroelectric Power Plant so that the generator output can be transmitted at 50 Hz. We have been implementing electric power interchange since yesterday (March 22). The interchanged power is 20-40 MW.
3. Support Utilizing the Sakuma Hydropower Plant Operated by the Electric Power Development Co., Ltd. (J-Power), and Other Facilities
Chubu Electric Power and J-Power have signed an agreement to allocate electricity from the Sakuma Hydropower Plant. This generator has been switched to 50-Hz operation in order to provide support.
Furthermore, the Akiba series of hydropower plants operated by J-Power is tied into the 154-kV power transmission line that is linked to the Sakuma Hydropower Plant. Support is also being provided by switching over the Akiba plants to 50-Hz operation.
The combined interchange power from these two reaches a maximum of 231 MW.
4. Support Provided Using the Shin-Toyone Hydroelectric Power Plant Operated by J-Power
Chubu Electric Power and the Tokyo Electric Power Co., Inc. have signed an agreement with J-Power to allocate electricity from the Shin-Toyone Hydroelectric Power Plant (pumped storage). Chubu Electric Power and the Tokyo Electric Power Co., Inc. are making joint use of the dam.
Electricity from Chubu Electric Power has been used for pumped storage on this occasion so that the Tokyo Electric Power Co., Inc. will be able to use it to generate power as needed.
