Report in Response to Requests for Information from the Minister of Economy, Trade and Industry and the Nuclear Regulation Authority Regarding Inappropriate Practices in the Formulation of Design Basis Earthquake Motion for the Compliance Review of the Hamaoka Nuclear Power Station Under the New Regulatory Standards

On January 5, 2026, the Company received a request for a report from the Minister of Economy, Trade and Industry pursuant to Article 106, Paragraph 3 of the Electricity Business Act. This request was issued after the Nuclear Regulation Authority confirmed, during its review of the compliance of Hamaoka Nuclear Power Plant Units 3 and 4 with the new regulatory standards under the Act on the Regulation of Nuclear Reactors, etc., that the seismic motion assessment for the Hamaoka Nuclear Power Plant had been conducted using inappropriate methods (hereinafter referred to as "this matter").(Press release issued on January 5, 2026)
Furthermore, on January 14, 2026, the Company received a request for a report from the Nuclear Regulation Authority pursuant to Article 67, Paragraph 1 of the Act on the Regulation of Nuclear Source Material, Nuclear Fuel Material and Reactors, for the purpose of conducting a detailed investigation into the facts and causes of this matter.(Press release issued on January 14, 2026)
We hereby announce that today we submitted a report regarding this request to the Minister of Economy, Trade and Industry and the Nuclear Regulation Authority.
As this report involves statements and factual determinations that could affect the responsibility or reputation of specific individuals, we must exercise extreme caution; consequently, the matters we can currently confirm as facts and report are limited.
We will continue to fully cooperate with the investigation conducted by a committee composed solely of external experts independent of the Company (hereinafter the "Investigation Committee"), and based on the contents of the Investigation Committee's report, we will submit a further report to the Minister of Economy, Trade and Industry and the Nuclear Regulation Authority.
Furthermore, regarding the nuclear regulatory inspections conducted by the Nuclear Regulation Authority, we will continue to respond sincerely in accordance with the guidance and instructions provided by the Authority.
At the same time, under a committee led by the President, we have been examining issues related to our organizational culture and considering measures to prevent recurrence. We will promptly consider and formulate further measures to ensure that such serious incidents never occur again, and we will devote our full efforts to this endeavor.
We would like to once again offer our deepest apologies for the significant concern and inconvenience this incident has caused to our stakeholders, including the local community, as well as for the strong distrust it has generated among the broader public.
